how can i install sound schemes and sound pack in my windows 7 and windows 8

i am new here i have already downloaded sound pack but i really dont know how to install in my windows 7 and windows 8 

 

so anybody will you please help me to solve my problem 

 

because i see download file open sound pack how can i open its because its not rar file so i am confused now
